3 A manager shall not

• (a) give an order under paragraph 52(2)(e) of the Act;

• (b) act in the place of the council of the first nation under paragraph 53(2)(a) of the Act; or

• (c) assign rights or interests under paragraph 53(2)(d) of the Act.
