50 The superintendent may seize and detain, at the risk and expense of the owner, any vessel, vehicle, equipment, goods, structure or other thing sunk, grounded or otherwise abandoned in historic canal waters or on historic canal lands that obstructs or hinders the management, maintenance, proper use or protection of the historic canal.
