Whereas the Governor in Council is of the opinion that the actions of the Russian Federation constitute a grave breach of international peace and security that has resulted in a serious international crisis;And whereas there is property situated in Canada that is owned — or that is held or controlled, directly or indirectly — by Roman Arkadyevich Abramovich, a national of the Russian Federation who does not ordinarily reside in Canada;Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, under paragraph 4(1)(b)a and subsection 4(1.1)b of the Special Economic Measures Actc, orders Citco Bank Canada to restrain the amount of US$26,073,990.35 that is owned — or that is held or controlled, directly or indirectly — by Roman Arkadyevich Abramovich and that is credited to a bank account held by Manticore Fund (Cayman) LTD with Citco Bank Canada in such a manner that no dealing can be carried out with respect to that amount.S.C. 2022, c. 10, s. 438(1)S.C. 2017, c. 21, s. 17(2)S.C. 1992, c. 17
